If there's ice in the lake, the water is cold. At cooler temperatures, fish become less active, as thier metabolism is temperature reliant. Since their metabolism is considerably slower, they don't need nearly as much oxygen. Also, at cooler temperatures, water can hold more oxygen, so any opening to the surface will allow a fair bit of oxygen into the water.
