No state license is needed for saltwater fishing.
There might, however, be local regulations regarding the maximum number of fish you can catch and the number of rods you can use at a time, so I'd check into that just to be sure.

You don't need a licence if you are salt water fishing. If its fresh water, then yes you will need one.
