California Constitution "ARTICLE 1 DECLARATION OF RIGHTS
Section 25.
The people shall have the right to fish upon and from
the public lands of the State and in the waters thereof..."

Keep in mind that rights. such as the freedom of speech, religion, life, liberty, etc. do not require a license.

We need fishing licenses to fish, $17 this year. Indiana has required a license for as long as I can remember.
