Default Is carping an adjective or a verb?

So for my homework I am supposed to use "carping" in a sentence. The given definition is "complaining". The part of speech next to it says adjective, but the example sentences use it as a verb. (i.e. "...Hillary's constant carping about the food.")

Which is correct, or are both?

it can be either.

- My mom is carping at me to finish my homework.
- My carping mother is telling me to finish my homework.
