How do I catch a carp on Harvest Moon-Tree of Tranquility?

I have had difficulty catching the carp. i have a copper level fishing rod. all I need to know is do i need the higher level fishing rod? Any hints or tips would be greatly appreciated.

I usually catch lots of carps when i'm fishing at Caremal Falls. I only use the regular unupgraded fishing rod and i usually catch from 2-4 every time i fish. Try there, it might work.
