How do you catch carp with bread?

When surface fishing for carp with bread flake or crust, I always get much smaller carp nibbling and swirling around it and by then my bread has come off the hook. I don't want to catch these carp as they are too small to even swallow the piece of bread. How can I stop the bread coming off for when a bigger fish comes?

Carp are bottom feeders, You can use anything to catch carp, you can use cheese or something as they are scavengers.
