when is the best time to fish for catfish or bass in rivers?

i have caught a 18inch bass with lure awile back it was kinda fresh but i have not caught no more bass,and catfish i caught a 17inch and it was kinda hot,but so far i the weater here been fresh and there not really bitting,is a really hot day good for fishing or any type of weather is good?i want to kno more about fishing cuz i love fish and love to catch and release,i like taking pics what i catch,right not my goal is to catch a big catfish,also a big bass,
