What are some reasons why Catfish do not use fish ladders???

fish ladders are built when a damn is built that separates populations of fish. a fish ladder is not so much a ladder, but a bit of an upstream water flow that most fish swim up to get to the other side of the damn. Catfish, for some reason, do not use these "ladders". They are also called fishways.
