Deep Sea Jelly Fish Kit From Uncle Milton Industries?

I just got a kit called Deep Sea Jelly Fish. It is a simulated underwater jellyfish environment. When you get it started it says to put in the fake jellyfish and flip them over with a pencil to get air bubbles out and i did that about 500 times and they keep floating to the top. The enternet tells me to put dish soap in the tank and that doesnt help at all. For anyone who has one of these please tell me how to make them stop going to the top and start swimming please help me!!!!!!!
