What is this spider web stringy stuff in my fish tank?

I have a three gallon tank with a betta in it. I have two live plants and over the past couple of months this spider web like growth keeps showing up. I keep cleaning it off, but it just keeps coming back. What is it and how do I get rid of it?
No. The leaves have been resting on the surface but not above the water no.

Haha...maybe you have a spider living in the plants. Do the plants extend above the surface?

omg i get that like once a month too!!!!!!!?!!! it latches onto my plants even though theyre small i have no idea couldnt tell u lol,its not a turd either trust me lol
