In that small of a tank, you won't be able to fit adult Goldfish... Fancy varieties will reach 15-20 cm and Common Goldfish will reach 40+ cm... If you want coldwater fish, go for some Minnows and Guppies (keep th temp about 70*). Tropical fish really aren't that difficult... They are basically coldwater fish with a heater... You don't have to do anything extra, and there are MANY more varieties... If you go tropical, Guppies, Bettas, Dwarf Gouramis, Cories, Kuhli Loaches, Tetras, and some of the smaller species of Barbs would do just fine in your tank.

First you need to setup your tank, water, gravel, lights, etc. then you need to let it cycle they call it here is an article on what that is.

The fist post is the one you want to read.
Then you can start thinking about buying fish. I hate sysling but you have to do it, it just sucks that it can take anywhere from 1-2 weeks.
