Default How long can frozen fish be safely left out of the refrigerator?

I took frozen Tilapia filets out of our freezer in the basement and meant to bring them upstairs to defrost in the refrigerator for tonight's dinner. However I got sidetracked and forgot about it for about 3 hours. When I remembered it they were partially thawed...but still cold with some frozen areas. I quickly put them in the refrigerator. Should it still be okay to have tonite???
Thanks.
