FISH PROBLEMS PLEASE HELp !!!!!!?

hello there,
I hAve just got a new fish and its a BLACK MOOR fish....
It doesnt really swim much and seems to always be lying at the bottom of the tank...The other gold fish is swimming fine...We have a pump and a filter..
Is this normal for a black moor, Or is it just the breed of fish??

Anythiing Will help
