25gallon marine fish only with live rock...?

hey guys, in the process of cycling my custom build 25g 90lx40wx31d(cm) nano FOWLR;
v2 120 nano skimmer
tetra tec 150l internal pump
visitherm 150w premium heater
5kg fiji LR
live sand substrate
lots of artificial coral and dead rock with lots of hiding places

i'm new to it all and have been researching hard (mainly on set-up but now starting on fish etc.), but wondered if anyone could answer a specific question.

i know my tank is rather measly and filtration isn't that over powered and was wondering if any experienced saltwater guys could inform me if this would be overkill on bio-load, even if doing a 25% water change weekly:

ive thinking of two possible setups
a)
1 six line wrasse
1 false percula clown
1 coral beauty (i have been givien conflicting views on whether a 25g is enough, please advise)
1 banggai cardinal
1 feather duster
1 cleaner shrimp
10 turbo astrea snails

b)
1 saddle valentini puffy (views as with the coral beauty)
1 false percula clown
1 six line wrasse
1 coral beauty

any advice would be great.
