Default rainbow trout fishing at stream?

i am fishing for rainbow trout at small stream. I am not really looking for big trout. i don't care if its small. Though, whenever i come to my favorite fishing spot at that stream, i see small fish jumping up! Eventually i found out they are some weird looking fish. I think they are called cubs? and i heard that these cubs tends to eat most of food for rainbow trouts, so these trouts can't live near these chubs, or they will be straved to death!. so i think to catch rainbow trout, i have to move down stream.... So i went. but these cubs are like every where! what should i do?
